Data Conflict Between Consignee On BL And Certificate of Origin

Kindly take a look at my scenario as follows:
L/C required: full set (3/3) B/L made out to order of ABC bank Ltd.
Document presented:
+ B/L showing "Consignee: to order of ABC bank Ltd." (--> complied)
+ C/O showing "consignee: to order"
As subject to ISBP 745, para. L5, consignee information, when shown, is not to conflict with the consignee information in the transport doc.
Transport doc be issued " to order", "to the order of the shipper", "to order of issuing bank" ... => C/O may show consignee as any entity named in the L/C, except beneficiary. The above mentioned C/O shows consignee as "to order" i/o an entity named in the L/C.
Question: Can I raise a discrepancy of date conflict?

Pls advice with thanks.

Consignee information in the C/O may show if the transport document is issued to order of the issuing bank, is not it?

consignee on certificate of origin, when shown......
to order has no meaning in this case.
acceptable, IMHO
