what is the best logic behind only bill of lading is document of title to goods..where as airway bill is not..

Short answer
Hi Pal,
Bill of lading is properly a document of title when is negotiable, Air Waybill is declared by the issuer Not Negotiable. In many Countries the Navigation Code is applied to the Air Transport too, think to Belgian airline SABENA, Societe anonime belge de NAVIGATION aerienne, so the Airline Representatives decided that airwaybill had to be issued not negotiable, due to the different characteristics.

When a bill of lading is issued in negotiable
When a bill of lading is issued in negotiable form the words to order appear in the
consignee box. This makes the document negotiable in that title to the goods can be transferred from one party to another by endorsement of the bill of lading.
Negotiable bills of lading can be issued in 2 ways:
to order of a named party or
to order of shipper

Negotiable means the quality of transferability by delivery or by endorsement and delivery.
Whereas, AWB is non-negotiable by its nature and direct consign to the party/consignee i.e. without to order of.
