I am bit confused with isbp paragraph 184. What is the meaning of another party named therein?
Does it mean that if lc calls for a to the order bill of lading, any party can be shown as the consignee on certificate of origin?

Certificate of origin issued by beneficiary
i have a question on this issue. Where the LC calls for a certificate of origin to be issued by the beneficiary, as per ISBP it can be issued by the chamber of commerce provided that it clearly identifies the beneficiary.
1. What’s the meaning of clearly identified? If the name of the beneficiary is named as shipper without mentioning that it is the beneficiary, will it be acceptable?
2. Is it necessary that the chamber of commerce is from the beneficiary’s area?

clearly identified means
1. clearly identified means that it is very well linked within the document. yes i think a beneficiary name as shipper will be sufficient enough to be defined as "clearly identified"
2. there is no need that he chamber of commerce is from the beneficiary's area. it can be from any part of the world.
