If the DC shows drafts at 60 days after b/l issue date. Docs received from the beneficiary and the b/l shows issue date as 28022014 and shipped on board date is 2402201
4, what will be the maturity date for this presentation.

B/L date
Dear friend,
As per ISBP B2c, when determining maturity date, on board date will be bill of lading date indicated in tenor (60 days after bill of lading date). But IMHO, when LC states clearly "B/L issue date", then we will take the B/L issuing date to calculate the maturity date. Other comments, pls!

BL issue date vs Shipped on Board.
I humbly differ with Thanhhabb.
In every circumstances, where there is a Shipped on Board date, it will be considered as Shipment date. If there are mention of BL issue date and Shipped on board date, then definitely Shipped on Board date will be considered in calculating Maturity date.

I agree with you if the DC states tenor as 60 days from shipment date or BL date but in this case the DC states from BL issue date.

The maturity date should be as per on board date.
As per ISBP art B2.c, " when the tenor refers to, for example, 60 days after the bill of lading date, the on board date is deemed to be the bill of ladng date even when the on board date is prior to or later than the date of issuance of the bill of lading"

60 days from bill of lading issue date is same as 60 days from b/l date i.e., maturity date is to be calculated from from shipped on board date
