Transferred A Credit Without Authorization Issuing Bank

i am a bit confused about the following and what articale suport the same ''Could nominated bank transferred credit without authorizing from issuing bank.
i say no could not transefer a credit without prior authorization of the issuing bank. art 38a and 38b second para. Am i right in this.

Hi Pal,

the credit must be issued transferable, otherwise the solution is a back to back l/c, but with costs including bank
credit facility.
