Who Should Issue Certificate Of Origin? Vietnam? Or China?

Guys,

If the goods are made in Vietnam and than shipped in China. Beneficiary sells Vietnam origin product. I require under LC certificate of origin, who should issue certificate of origin? Vietnam? or China with the remark that origin is Vietnam?

ISBP 745, A19 (e) will allow certification to occur in any one of the two stated countries.

any country either china or vietnam
with specifing origin of goods as you suggested
i.e. Vietnam.
