I don't understand the fiel 41D: available with issuing bank by payment
Issuing bank: on France, place expiry date: in France, beneficiary in Laos.
in this case what does it mean for available with issuing bank by payment.

the beneficiary will present the documents to the advising bank in Laos. Then the advising bank will forward them to the issuing bank by post or courier. When the issuing bank have the docs, within 5 days, it will decide about the docs are payable or not, and if they are complying, it will remit the credit amount to the beneficiary's account through the advising bank.
