Is there a difference between the below 2 phrases?
1.Consigned to " ABC" and
2.Consigned " to the order of ABC"?

1.Consigned to " ABC" means "ABC" can't transfer bill of lading to the other party (straight B/L)
2.Consigned " to the order of ABC"? means "ABC" can transfer bill of lading to the other parties as per their instructions.
