Place of expiry, Availability

Case 1:
DC available with any bank by negotiation
DC expiry place: USA

Case 2:
DC available with any bank by negotiation
DC expiry place: Negotiating bank's counter

Is case 1 only allow the bank in USA to negotiate the bill and case 2 allow any bank in the world to negotiate.

Probably yes...

The place of expiry and place in field 41, where the L/c is available must comform to each other.

For case 1, although field 41 does not specify the country ( i.e. instead of ANY BANK IN ...... BY NEGOTIATION, only ANY BANK BY NEGOTIATION preferred), from field 31, the place of expiry restricts banks in that country to negotiate.

For case 2, No specific bank and/or place mentioned in field 41 for negotiation, and accordingly field 31 confirms that whichever bank negotiates the L/C, expiry place will be at that bank's counters, meaning any bank in the World.
