Hi ,
In case of containerized shipment , Tare weight is the weight of an empty container.
(Gross Weight - Tare weight) = Net weight , which the weight of the goods actually carried.

As far as I know , it is the weight of the means of conveyance: namely the container or even the truck when the truck is weighted with and without with cargo to determine the weight of goods.
