Will you consider late presentation in a scenario where the BL does not indicate on board date? How about a Charter party BL , Air waybill or truck BL

Since you already have a discrepancy (on board date missing) why do you further bother of a 'softer' one? And the answer is NO. There is no logical string between missing on board and presentation period, unless the docs were presented after expiry of credit

It depends on the type of B/L.
If a B/L is "Received" B/L, then it needs "On board" notation.
If a B/L is "Shipped" B/L, then the B/L's date of issue is considered as on board date.
