bearer bill of lading

dear all,

if i want to issue a bearer bill of lading without the involvement of any endorsement, what should i put in the consignee field. "to order" or "to the order of bearer"?

As per ISBP article 102 if the B/L issued "to order" it must be endorsed by the shipper.

For a B/L without involving any endorsement you have to require a straight b/l namely (nonnegotiable sea waybill subject to art.21 of UCP)
