Lc to algeria

Please please. I have lc for algeria, and i need to send documents to the algerian issuing bank. The issue is, algerian issuing bank is saying there is no rma key with our bank and that shipping documents should only be sent by advising bank with whom they have rma key. Advising bank is refusing they are stating that they will not take any part if this transaction. And even our bank is confused and they do not know what to do. Please advise.
