We have the new version of bank-to-bank reimbursement URR 725. For a MT700 LC, field 40E shows 'UCPURR latest version' but its content shows subject to URR 525. Is it inconsistent?

you may consider this a conflict. personally i would not worry much about this since there is hardly any change in URR 725 that may affect the right of the claiming bank

The issuance date of the L/c plays an important role, in your case the issuance date may be before the implementation of URR-725.
