If BL is Blank endorsed in Other Language,say in chines with scanned/stamped.

Then how Docs. checker know it is proper endorsed? Issuing bank not knows chines.If XYZ had endorsed BL instead of ABC ,issuing bank may make mistake due to diffrent language endorsement.

I suppose BL should endorsed in LC issuing language only.

Is this a discrepancy?

From the information provided, i think that's a discrepancy but i think we should wait a moment .
uhm..., in this case the endorser is ussualy Bene. and the doc checker should check docs issued by bene. also included scanned/stamped and compare it with that on B/L.
if it is the same, it's okie, you shouldn't know diffrent language, It depends on you.
Anyway i also think it's a discrepancy

From the common sense of transaction it is quite strange to have one face in a language (english for example) and the endorsement (seen as a continuation of the title) in other different language.

On the other hand, a banker must be able to review the documents presented to ascertain whether or not complies with L/C terms and conditions. An endorsement in a language other than an international one is not what the issuing bank and applicant expected (unless allowed by credit) and would constitute a discrepancy. As such, a chinese endorsement (due to unknown letters by many checkers) can actually be endorsed to other party than the beneficiary specified in the credit.

ISBP 23 states
"Under international standard banking practice, it is expected that documents issued by
the beneficiary will be in the language of the credit. "
The words used in the rule are not clearly restricting the language of documents. It's more seem as a suggestion or expectation. :?:
Therefore, the answer is not so sure.
