Bill of Lading to order of Issuing Bank

Does Bill of Lading issued to order of Issuing Bank need to be blank endorsed by shipper? Please advise.

b/l consigned to order of issuing bank

In case b/l consigned to order of issuing bank only issuing bank should be endorsed this b/l and if consigned to order or to order of shipper then the shipper should be endorsed.
