A notify party is the party that the carrier notifies when the ship arrives at the port of discharge. The carrier issues an Arrival Notice or a notice or readiness informing the notify party about the cargo discharge point, number of packages and other information.
like a notify party, there could also be a "also notify party". it is the party that the carrier notifies in addition to the notify party, usually using the words "also notify".
notify party is required due to commercial or handling reasons. say you are the consignee and your freight forwarder is the notify party. as far as the legal impact is concern, i think there is no definite answer. depends on the applicable law and region

Although I am not an expert in international maritime transportation I would say it depends on case to case basis, applicable law, etc, etc.
Here it is an extract from contract of carriage existing on the back of a Bill of lading :
(f) "Merchant" means the shipper, consignee, notify party, receiver of the Goods, holder of this bill of lading, and any person, including any corporation, company, or other legal entity, owning the Goods or entitled to the possession of the Goods or acting on behalf of the Goods or any such entity. Their obligations are joint and several. .
