For or on behalf of

Hi,
articles related to transport documents use the stipulation 'for and on behalf of' in respect of signature.
This question is actually for English native speakers.
Is there difference if somebody is signing 'for' and if he is signing 'on behalf of' or is it just a phrase which is always used as 'for and on behalf of'
And if somebody is signing 'for and behalf of' does this indicate that the person signing is another entity (another firm) or that the person signing is just authorized person in that same firm.
Example:
Signature by X for and on behalf abc ltd
Is X authorized signatory in abc ltd or is it such signature indicating that X is signing as agent of abc ltd
