MAY I TREAT IT IS ACCEPTABLE?

Though TA611.R673 isnt absolutely same as yr case but i think it also opens something and i will acceptable the certificate of origin as presented .

yr comments are appropriate !

I am not sure whether MINISTRY OF COMMERCE OF THE PEOPLE’S REPUBLIC OF CHINA.
is treated as a Chamber of Commerce such as : China Council for the Promotion of International Trade.

i would count that as an discrepancy. chamber of commerce and a ministry is not the same thing. chamber of commerce serves the business man, ministry servers the minsters!

Hi friends,
.
We often face similar problem with certificate of origin and some other documents requiring certification of a defined legal entity. The name of the entity may be different in other countries but we, as bankers, may not be able to decide whether the certifying part is the equivalent of the one required. I generallly raise discrepancy for these issues. The beneficiary must examine the LC carefully at first and request amendment to avoid these kind of problems.,

My opinion in this case is.......as the issuer is specified, it must be discrepant. But the problem is, in some countries certificate of origin is issued by the Ministry of Commerce. Better to know the issuer before sending the LC.
