why is that UCPDC requires air waybill issued to shipper?

Dear Jim,
Air transport document are usually issued in a set of three originals:
1.One original for the consignee as the receipent of the goods.
2. another one for the airline company. and
3. the remaining one for the consignor/shipper.
.
as per as airway bill is concerned, the consignor/shipper has the right to change name and address of the consignee up to the point of actual delivery of the goods to the consignee. but once original for shipper/consignor issued, this right has been fixed up to a named conginee mentioned in the airway bill. So it is for the reason, article 23(a)(v) stipulate the above requirement so that possibility of misdirection of goods has been reduced.
