4.09 Identical Wording & Quotation Marks

Dear Experts,
a. Kindly provide your opinion on the below ('''') if possible please provide small example
b. why two requirement on this, where one says paragraph need not be exact, another says exact
If a standby requires :
a statement without specifying precise wording, then the wording in the document
presented must appear to convey the same meaning as that required by the standby ;
specified wording by the use of quotation marks, blocked wording, or an attached exhibit or form,
then typographical errors in spelling, punctuation, spacing, or the like that are
apparent when read in context are not required to be duplicated and
