photocopy of bill of lading marked original

dear friends,
i was having another look at the FAQ 1. at question 20.2 it is said, if a photo copy of Bill of lading, marked original and signed by the carrier, is presented, it will be acceptable given that the conditions of article 17 and 20 complies. now my thinking is, when there is a photocopy, there must be an original from which it has been produced. if that is true, can we really say that the full set of bill of lading has been presented while the beneficiary actually presents the photocopy only.
