BILL OF LADING MADE OUT TO ORDER - Means exactly what ?

I am a naive to trade transactions. Can someone help me understanding the wording in LC " BILL OF LADING MADE OUT TO ORDER " - meaning in letter and spirit.....this abnormal English switches me off....

it means simply bill of lading issued to the order.

In addition to pican'ts post, I will make an example which may help:
E.g. Bill of Lading says Made out to Order for company A. That means that company A can endorse this Bill of Lading to anyone.
