insuarance policy/cert

Hi all
I 've got a sitiuatuion as follow:
L/c stipulated that: Insurance policy or certificate stating claim payable in X country and showing clearly the agent in X country.
and On the Insuarance policy/ certificate also state this condition on the clauses "all risks...claim payable in X country"
But on the face of the certificate, it said that "claim, if any, payable in/at Y city, Z country" by A company.
and it showing the agent in X country as L/C stipulates
(A company: issued the insurance policy/cert)
As your opinion, is this certificate complied with L/C ?

The insurance documents does not comply with credit requirments accordingly it is a discrepant document.

As the document is inconsistent within itself it should be raised as a discrepancy
