multimodal transport document issued to order

dear all,

if a LC calls for a multimodal transport document issued to the oder of issuing bank, can we assume that the last leg of the journey must be by sea

not necessary

as per UNCTAD/ICC Rules for Multimodal Transport Documents, the multimodal transport operator is responsible for delivery as stated in the agreement only on presentation of the duly endorsed transport document. Thus even if the document is issued to the order of issuing bank, delivery can be arranged till the ware house of the applicant. The final journey from port to ware house will be done after submission of orignal transport document to the MTO and custom clearance.
