It does not mention 'SUBJECT TO CONVENTION MERCHANDISES ROUTIERS'
Is it discrepant ?

the correct require should be Truck Waybill, however in this case if the documents bears the indication CMR is, IMHO, compliant

Hello, in my opinion, however named, as it is fulfill the purpose, it is considered as compliant.
