LC states that claims should be paid irrespective of percentage.
In the insurance documents presented it does not state "irrespective of percentage" nor does it show any indication of franchise or excess
is it a discrepancy???

Irrespective of percentage

According to isbp 745 k14 and your case it is not a discrepancy
The indication of claim to be irrespective of percentage could be met by only not mentioning any % or amount of deduction and the document does not need to state irrespective of %
But if the credit uses phrases like 'the document to state irrespective of %' then the document checkers are expecting to see such clear indication which is not your case
As per your case it is not a discrepancy
