Is UCP600 Article 30B Applicable When Tolerance Is Specified?

Dear all experts,
Please help to clarify this art. For exampl:
L/c stipulates quantity is 12 mts, amount: usd120,000, anh tolerance in amount and quantity: more or plus 3pct. In this case, can i apply the art 30b (plus or more 5% in quantity) . Thank you so much!

I think UCP 600, art 30b does not apply when LC specifically states the tolerance

Hi ,
I also think that the tolerance 30b can not apply when l/c stipultes the specific tolerance. However, this art does not explicitly states as art 30c (30c can not apply when l/c has tolerance or has the word "about). Therefore, if there is disputes between two banks, how can we prove the right one?
