Why Pre Debit Notification Must Be Stated In The Credit And Not In Reimbursement Authorization

Dear all ,
I need to know why pre debit notification must be stated in the credit and not in reimbursement authorization as it is matter between issuing Bank and reimbursing bank

Dear Albert,
Please be informed that there are two issues,
1) Pre-notification of a reimbursement claim
and 2) Pre-debit Notification
These twos are different and also issued by different party. First one is from claiming bank and second one is from reimbursing bank.
Now please go through URR 725 Sub-article 7(f) which states as follows---
Quote
f. Any requirement for:
i. pre-notification of a reimbursement claim to the issuing bank must be included in the credit and not in the reimbursement authorization.
ii. pre-debit notification to the issuing bank must be indicated in the credit.
