Hi Pal,

a part the discrepancy concerning the on board date, IMHO, i will consider the date of issue of the bill
of lading as date of shipment.
Other comments appreciated

I would personally refrain from speculating that the issuance date reflects an implicit the onboard notation, as on one hand, the missing on board notation implies the shipment date is literally unknown and, on the other hand, ISBP recognizes on paragrapg E6 that a separate (required in this case) onboard notation may be before or after issuance date.
I feel that missing on board is a suffice discrepancy for a smart applicant to evaluate the extent of how serious the issue may be.

To further add to your comments above, what if the bill of lading is a "received b/lading" without any on board notation?

The issue is addressed for this type of B/L you have indicated, namely 'received (for shipment) b/l'. If the B/L is shipment on board prepeprinted, such a topic would become irrelevant!
