charter party bill of lading consignee

Dear Experts,

What is the difference between in charter party bill of lading consignee being to order /to the order of issuing bank.
under FOB and CFR incoterms.

can a bank stil request for charter party bill of lading to be made out in the order of issuing bank despite knowing
the fact the good mentioned in the charter party gets released basis the charter party contract(separate undertaking)

Is there any way that banks take control over goods other than 100% cash collateral of the applicant for issuing an LC.
