Shipper's certificate

LC calls for "shipper's certificate regarding responsibilities of the shipper for any shortage if shipper's load and count". Presented certificate of the same signed by shipping company in beneficiary's stationary . Is it comply?

If the BL showing notation "shipper's load and count" then no need additional certificate. And it is complied

LC calls for the certificate so certificate is mandatory. Question is who can sign the certificate. As LC calls shipper's certificate then shipper (BL indicated shipper name as beneficiary) can sign. But certificate was signed by shipping company. Is it complied?

The certificate must be signed and the signor must be as indicated in the L/C: the shipper. Is it only signed by shipping company or by its contents the shipping company agree to become responsible for such shortage? On the latter case it is perhaps the intention of the shipper to place the responsibilities for any shortage on carrier who in fact is liable for apparent shortage of goods when surrendering the same to the consignee. I haven't seen so conditions until now , it seems to be dangerous for the shipper because he cannot control the goods from the time he surrender them to the carrier until goods arrive in consignee's hands.
