I would like to know BL of consigned should be mention to order of Bangkok bank ,public limited but missing " bank " . Its major discrepancy? Can we request issuing bank and applicant for acceptance ?

It is major discrepancy which is clearly a discrepancy. If your role is beneficiary, then yes, you can try to ask applicant for accepting it in case the L/C is not a confirm L/C.

It is discrepant . If it is import then you may seek acceptance from the applicant and wait for their acceptance before refusal to the presenting bank.
