LETERS OF CREDIT IN ALGERIE

Dear Members,
Most of imports in Algeria uses letters of credit.
There's a specific procedure that is typical to this market and i would like to ask in your experience if you have any justification rather than the authorities to obtain a more secure transaction that is:
So, you have several LC's payable at sight with 15% with invoice + perfomance guarantee and the other 85% with the rest of the documents. The initial 15% are with no doubt a pre-payment that in most cases and other geographies is made outside the LC.
Do you see any other justification for this? If you know any legal document available with more info can you share it please?
