If LC called for B/L consigned "to order" , but Beneficiary presents B/L consigned "to order of shipper", Is it a discrepancy?

no

Provided the B/L in question is duly endorsed by the shipper, the B/L seems OK.

IT IS DISCREPANCY, UNLESS THE SHIPPER ENDORSE THE B/L.
