Sight Payment & Negotiation Credit

Hi,
When is the issuing bank to pay against complying presentation in the following cases ?
1. The credit is available with any bank in beneficiary's country by sight payment.
2. The credit is available with any bank in beneficiary's country by negotiation.

1. The issuing bank's account with the nominated bank or reimbursing bank will be debited by the nominated bank when it finds the document complying, honors and forward the document to the issuing bank.
2. the nominated bank will pay the beneficiary from its own fund and will forward the document to the issuing bank. when the issuing bank finds the document complying, it reimburse the nominated bank.

Does it mean that : -
1. If the credit is available with any bank in beneficiary's country by sight payment, the nominated bank need not instruct the IB to effect payment instead they should debit IB ac or claim reimb from reimb bk.
2. If the credit is available with any bank in beneficiary's country by negotiation, the nominated bank need to instruct the IB to effect payment instead they should not debit IB ac/claim reimb from reimb bk?
If so, are the following clauses contradictory in an LC?
1. The credit is available with any bank in beneficiary's country by negotiation.
2. The negotiating bank is authorised to claim reimbursement from ABC Bank, ...........
