Invoice To Be Certified By Chamber Of Commerce

Dear Members
L/C calls for:
'commercial invoice to be certified by chamber of commerce and legalized by US embassy/consulate.

Beneficiary submitted Commercial Invoice
which are legalized (seen for the signature only) instead of certified by the chamber of commerce.

Is the document discrepant?

Though the invoice is legalized by the authority concerned, it is not certified as required by the credit. Then?

Deart zakir bhai,
i think there is two requirement. one is certificate issued by chamber of commerce and the remaining thing is dule legalized by US ambassy/consulate.
as per article 3,
"A requirement for a document to be legalized, visaed, certified or similar will be satisfied by any signature, mark, stamp or label on the document which appears to satisfy that requirement."
So there are atleast two signature requirement from two different body.
consequently, only putting a signature from from US ambassy/consulate will derive this document discrepant one.
