Can someone elaborate the meaning of the following article?

Article 5.01 (aii) Whether the time within which notice is given is unreasonable does not depend upon an imminent deadline for presentation.

It means even the presentation period is expired, the notice of dishonour could also been sent, as long as it is within 7days after presentation.
