Hi, Shahriar,
Express bill of lading (also called sea waybill) is a special facility granted by carrier under guarantees from shipper to release cargo to named consignee without presenting original B/L.
Consignee will need only to present copy of B/L to liner to exchange for Delivery Order to take out cargo.
