B/L showing name of agent :
Seaswift Shipping Agencies Sdn Bhd.
The alphabet “Sea” of the word “Seaswift” is illegible.
Is it a valid discrepancy to refuse documents citing such discrepancy?
Is there any ICC comment on this issue?

i think its not that much illegible as you could read "sea". 
a illegible words; in my opinion this is a type of thing that you are unable to examine. so the possible impact is similar to some required document / statement which is not presented. to be safe, you may raise a refusal.
