here is the LC detail
port of shipment - any port of india
port of discharge - Chittagong, Bangladesh
place of final destination - dhaka, bangladesh (not a sea port)
the lc calls for a multimodal transport document but also says, total value xxxx, CFR dhaka"
so far i understand, CFR is used for sea transport. correct incoterm would have been CPT. now if the bill of lading shows "freight prepaid" upto chittagong and "freight collect upto dhaka" will it comply?

CFR is used when there is involvement of a carriage by sea but not exclusively one. Since first leg o carriage is be sea the INCOTEMS CFR is correctly used.
Regarding your last statement this is not quite correct: freight collect means 'freight payable at destination' (by consignee) and as far as I understood the costs and responsabilities of exporter ceases when goods are delivered in Dhaka.
