I think it is optional, but necessary depending on the name you post as consignee.
In any case somebody must know to whom the goods belong, in order to advise when vessel arrived at destination. For istance if the consignee is "to order (of shipper) and Bill of lading is blank endorsed, notify party helps to inform about cargo arrival, so if is consigned to the order of a bank, and not quoting the l/c number etc .
However if not requested in a L/C, it can not be considered a discrepancy if not indicated in a Bill of lading.

It depends on terms and conditions of the L/C. UCP600 Article 14 j. When the addresses of the beneficiary and the applicant appear in any stipulated document, they need not be the same as those stated in the credit or in any other stipulated document, but must be within the same country as the respective addresses mentioned in the credit. Contact details (telefax, telephone, email and the like) stated as part of the beneficiary’s and the applicant’s address will be disregarded. However, when the address and contact details of the applicant appear as part of the consignee or notify party details on a transport document subject to articles 19, 20, 21, 22, 23, 24 or 25, they must be as stated in the credit.

i think it depends. if the applicant is the consignee whose address is already shown in the consignee field, then only the name of the applicant as a notify party will do. there is no need to repeat the address. otherwise this is a common sense rule. how the master of the vessel would find the notify party unless there is an address of the notify party?
