Issue on Substitute Bill of Lading

Hi

I like to know if an Substitute BL can be accepted by an the first beneficiary Bank bank against the second beneficiary,s BL under UCP 600 Transferable LC.

Look forward to have a support as i am stuck right now with my bankers as they refused to accept the BL. Please note that this shipment is an mercantile trade.
