Why is a bill of lading acceptable indicating that goods may be carried on deck?

Hi!

When the carriage on deck is seaworthy for the goods in question.

You will not carry cement, sand, wheet, pig iron on deck.

But, if there is car or container or large-size(dimension) unit etc..
Why not?
